  1. I heard that that infared sun has a temperature of about 350 degrees. Build an artificial ring around it, a little at a time, at the right distance as a future home. Regardless if that circling planet is habitable or not, it still has gravity, and gravity sucks, literally. So, if you like walking through a field of molasses, with your thought processes slowed way down... I prefer free space with biological activity enhanced by a factor of 3-4. See you there? Sometime?

  2. Calve off part of the ring to make it a mining platform for the asteroid belts. Unlike earth, minerals in asteroids are pretty much separated out-iron and nickle, silicon, etc. For those rubble asteroids, mostly ice and rock, asteroid miners can direct a high powered wave of vibrations at the minerals frequency that they're trying to collect, an easy separation process. Ship the minerals in a steady stream through a mass driver to moon orbit where processing platforms located in the L1-L5 points can use them to manufacture more platforms, build stuff on the moon, or send back to earth.
